Summary/Abstract: Theoretical models analysing the innovation process suggest that globalization stimulates creativity through a process of knowledge combination when foreign expertise combines with domestic knowledge. One possible outcome is that development can be fostered in an indirect way by policies that encourage transfer of knowledge between countries and regions through FDI, partnerships and mobility of researchers. This article will test this hypothesis on data from Romania. We will test if the level of openness to external information sources of the Romanian macroeconomic regions has a significant impact over the R&D activity of the regions. Thereafter, we will analyse the limits and conditions of this model by illustrating the case of the Romanian textile, leather and clothing industry. The results of the test can be a guiding factor in regional development policies.
