Summary/Abstract: The subject of study is the housing and communal services for the population; the goal is to find ways to ensure their availability. Methodology work is the general scientific methods of cognition, conceptual principles of modern economic theories. The results of the work. The described method is based on the information model the availability of the housing and communal services for population, developed in the framework of the model of integrated assessment of housing affordability for the population. It includes 3 components: physical, economic and information accessibility. Is a hierarchy of factors, assessment of evaluating each component, through a set of indicators. Conclusions. In the process of studying the existing experience of evaluating the accessibility of housing and utilities services for the population is analyzed. The peculiarities of Russian statistics are taken into consideration as regards to periodic changes in methodology of calculating the individual statistical indicators, so that the significant gaps in time series of some indicators are formed. As a result of the investigation, the set of indicators evaluating the accessibility of housing and utilities cervices in combination of its three components was obtained, while each of the indicators has its own evaluation goals.
