Summary/Abstract: The paper examines Polish analyses on the use of knowledge and on relations between researchers and decision-makers. This discussion constitutes the background against which new analyses of the use of scientific and expert knowledge included in the works by Christina Boswell and Peter Scholten are presented. Their proposals are next integrated into the framework of the neo-institutional theory of organizational use of knowledge. This framework is then empirically supported with the cases of knowledge use in shaping the immigrant integration policy in Poland. The typology of symbolic, instrumental and explanatory use of knowledge may be of analytical utility here. The policy may change as a result of the journey of ideas — a long term process which is difficult to follow — which may, at some point, be materialized and used instrumentally. It may also change as a result of the progressive education of decision-makers.
