Summary/Abstract: Transportation is one of the largest strategic industries, and has a direct influence on the socio-economic development, national defense, and national security of a country.Due to the lack of paved roads, more than 10 percent of Russia‘s population (15 million people) is cut off from transport communications in the spring and autumn. There are 466,000 localities, or 31% of the total number, which lack paved roads. 260 of these localities have a population of more than 1,000 people.
