Summary/Abstract: The research done at the time proved that the main reason for families failing to fulfil their basic roles was poverty. Having little education was the other one. Once the causes of the phenomena were discovered it became possible to work out and take certain actions within a new, planned, and deliberate social policy. The government help, which was initially mainly financial and not efficient enough, was replaced by more long distance actions. The actions were aimed at improvement of the living standard of the poorest and preventing the rising of unwanted social needs. Some new forms of social support appeared. Some of them were seldom or never used before. Among them there were health care, psychological support, childcare support, and education of children and adults. The range of the actions taken was not wide enough to fulfil all the social needs. On the other hand, taking the amount of problems of the new country into consideration, the achievements of the social policy at the time were remarkable.
