Summary/Abstract: The Paris agreement reached at COP21 in December 2015 is a major achievement of world, European and French diplomacy. Whether its principal goal to limit the rise in the average global temperature to less than +2°C – and preferablyless than +1.5°C – is achievable remains a major and fundamental question. Some scientists believe that without much more aggressive policies, such as a carbon tax, being implemented in China, the US, the EU and other G20 countries, the Paris Agreement will not lead to the desired outcomes. Global warming has significantly accelerated over the past three years and if this trend continues, geopolitical destabilization resulting from droughts and food insecurity may push a growing number of countries, particularly in the dry subtropical climate zone, into the failing state category. Such a development would result in their being unable to play a constructive role in the global efforts and this would place an extra burden on the global community.
