Summary/Abstract: In linguistic investigations, the role of semantics as well as functional aspect should be taken into account. These aspects are closely related to the theory of levels or sub-systems of the language. It must be stressed that the investigations of the system of syntagmatic and paradigmatic relations within the theory of levels is crucial. In Western linguistics, issues related to linguistic sub-systems have been put forward and discussed in different aspects during previous two hundred years, yet they are still important and sometimes interpreted contradictory. In Latvian linguistics, the importance of these aspects has been stressed and discussed by Jūlijs Kārkliņš.The author of the article discusses several aspects of the problem on the basis the Latvian language, mostly those linked to the interpretation of levels of the language. Altogether five levels are distinguished: 1) phonological and phonetic, 2) derivative, 3) morphological, 4) syntactic and 5) textual level. Semantics does not constitute a separate level – it is an integral part of all of them.
