Summary/Abstract: Because of the importance of the local taxes and fees - the main profit in the budget of the municipalities and a significant cost to the citizens, changes in the matter must be consistent, logical and accepted after wide and transparent held public discussion. The opposite leads to ambiguities and gaps in the legislation and embarrasses both the administration and citizens in the effective and full exercise of their rights.
