Summary/Abstract: This paper is focused on the evaluation of the effectiveness of a tool that is used in the world and Europe to a comprehensive and systematic solution of the employment at the regional level. These are the so-called employment pacts. The theme is the more up-to-date due to the onset of the global economic crisis since 2008, which brought a deepening of socio-economic problems in the labour market, with negative implications upon an increasing rate of unemployment. The Moravian-Silesian Employment Pact has been chosen for the case study. It was established as the first one of its kind in the Czech Republic, in the structurally affected region of Silesia. The result is the finding that employment pacts are generally a useful tool to resolve problems in regional labor markets
