Summary/Abstract: The article analyses the question of the introduction and building of the one of the newest institutional “agencies” of the European Union – the External Action Service. It offers the detailed elaborate of the historical and normative background of the introduction of the EEAS, the competences and instruments of this service and its role within the foreign policy of the EU.
