Directions of European standards implementation of Civil (State) Service functioning in Ukraine.

Summary/Abstract: The article reviews the main approaches to the organization and functioning of the civil service in the European Union. Current trends in the public service systems’ development are analized. The influence of Europeanization on the process of civil (state) service reform in Ukraine is considered. It was established that the process of building a modern competitive Ukrainian state, which would be able to respond to the political and economic challenges of modern Europe and become an integral part of it, should be based not only on its own traditions, but also take into account the critical understanding of European experience and practices. It is proved that the implementation of new approaches and norms of legislation will allow solving a number of problems related to the low efficiency of personnel management in the civil service. Special attention is paid to the detailed analysis of the current legislation governing the civil service in Ukraine, including the Law of Ukraine “On Civil Service”, adopted November 17, 2011. Article deals with positive innovations of the new Law of Ukraine and discovered its disadvantages. It is emphasized that the adoption of the new Law of Ukraine “On Civil Service” is an important political step that will serve the internal interests of society and state, providing a new quality of public administration and contributing to the achievement of strategic foreign policy goals of the Ukrainian nation, aimed at integrating to the European Union. The ways of further improving the legal regulation of civil service in the public administration system are defined.
