Summary/Abstract: One of the major environmental problems day deep industrialization are transboundary environmental damage. They arise as a result of greenhouse gases, liquids or solids from the territory of one State to the territory of the other. An example of this are disasters of the tankers, storage in one place a large amount of hazardous waste that threaten the ecosystem, landscape or other values of the nature. Consequently, the question arises liability for such damage, and valuation of the same damage. In this regard, in the second half of the twentieth century, was made an attempt to define the different areas of the liability for transboundary environmental damage. The occasion was ecological disasters discussed in this paper. The most extensive legislation in this field is the European Union. Liability for transboundary environmental damage for the perpetrators, and in certain cases the state in which the perpetrator of the damage is established or concentrates the largest economic activity.
