Never Again Srebrenica: A Documentation of the Declarations on Srebrenica and their Effects

Summary/Abstract: Abstract. The Srebrenica massacre is the only episode in the bloody Yugoslav wars of the 1990s that has been classified by an international court as an act of genocide. This article documents the role of the marker „genocide“ in the process of „coming to terms with Srebrenica“, a process that has taken place in and between the Yugoslav successor states, as well as in the European Union. Analysing media coverage and political assessments from Serbia as well as Bosnia and Herzegovina, the author argues that the massacre’s uniqueness in legal terms has led to deep cleavages. These cleavages do not so much run between these states, however, but rather within the two societies. Initiatives to enact remembrance days and adopt declarations and resolutions have been accompanied by a general public and/or political indifference with regard to a European ethical and legal responsibility for the events leading to the Srebrenica genocide in July 1995. This indifferent attitudes have called these remembrances’ political and societal relevance into question.
