Innovation policy of the state: current conditions and problems

Summary/Abstract: The necessity of developing and realizing the innovation policy as the instrument of active participation of the state in theinnovation process is substantiated; its interconnection with all the components of social and economic policy of the state, institutesof which jointly form the integration and network structure, is analyzed. Actual tasks of the state innovation policy, purposefulmeasures and the main directions of their realization are outlined and the results permitted to define functions of innovation policyfrom the point of view of its role in economic growth on the innovation basis.Aim of research: consideration of problematic issues on the formation of innovation policy, the solving of which is connected withfurther transformation processes of economy, directed at its modernization.Results of research: the proposed understanding of innovation policy is directed at the development of conceptual approaches tothe formation of single state policy for the innovation economy development. Potential of solving this problem only by means of theproposed measures is limited as there are no possibilities to consider them separately. Extension of research specter in this directionwill positively influence the system of taking innovative decisions in the country. The representatives of power authorities are offerednot only to declare the necessity of unlimited imperative innovation speaking about innovation policy, but also initiate thedevelopment of policy concept with the main directions and step–by–step methods of their realization.The research shows that strategic partnership of state, education, science and business structures shall in the center of attention ofthe state innovation policy with the aim of forming single integral system of interaction, which increases the level of innovationactivities of the economic subjects, issue of new competitive products and introduction of new or modified technologies.In this context the state innovation policy shall be guided by the legal stimulation of influence of tax, credit and budget systems, aswell as complex of economic, legal organizational and administrative levers.
