Theoretical grounds and world experience of institutional construction of competitive relations

Summary/Abstract: Scenario of long–term development of the national economy presupposes the growth of its competitiveness in both traditional and in new science intensive sectors, breakthrough in increasing the quality of human resources and dynamics of labor productivity, in leading development of highly technological production and turning innovation factors into the main source of economic growth. Solving of these tasks requires establishment of distinct cooperation system between the state, business and education on the basis of applying the effective instruments of innovative development. Aim of the scientific article is substantiation of thesis that institutional organization of competitiveness is priority factor for increasing competitiveness of national economy, the significance of which increases in the conditions of modern economic crisis. Study of the process of developing institute of competitiveness permitted to prove the evolutional character of changes in competitive processes (transfer from competitive resistance to competitive cooperation), what constituted the grounds for understanding the necessity to differentiate state economic policy with the aim of increasing competitiveness of economic subjects. Analysis of peculiarities of modern competitiveness (postindustrial economy) permits to characterize its essential changes: technological, in the structure of demand, in the structure of the market. These changes have dubious manifestation and are expressed on the one hand in the acceleration of changing competitive condition and on the other hand – in the enhancement of competitiveness intensiveness. This presupposes transfer from competitive resistance to competitive cooperation. Content side of this process is cooperation in the sphere of creating value and competitiveness in the sphere of its distribution. Manifestation forms include strategic alliance, financial and industrial group and industrial network. Formation of such associations for the national economy means creation of conditions for strengthening competitiveness of economy.
