Summary/Abstract: Ethnic relations and conflicts have always been an important issue of some states and of international community in general. Durability of ethic conflicts in specific territories and difficulties in solving them had as a consequence emergence of a number of armed conflicts, disseminations of multiethnic states, changing of borders and demographic relations. Despite of great challenges and needs, we still cannot talk about completely homogenous and everywhere accepted model for solving ethnic conflicts and with them connected problem of ethnic minorities. It is obvious that solving these will be the most important task for international community in the beginning of 21st century. Having in mind such attempts, we will discuss problems that are results of unresolved relations between ethnic minorities and ethnic majority, as well as policies of their regulations. We will thus analyse two types of regulation policies for ethnic conflicts: eliminating differences policy and differences management policy.
