Summary/Abstract: In their paper, the authors make an effort to provide an overview of the basic concepts related to the strategy of human resources management. The strategy of human resource management is a scientific discipline that can be viewed from various aspects. Elements that are discussed in this paper are planning, job analysis, recruitment and selection of staff, evaluating, rewarding, career advancement and salary. It is necessary to reform the public administration, and it is necessary to change the Labour Law. The conclusion is that in Croatia there is a good strategic plan, but that it is not carried out properly by the authorities.
