Summary/Abstract: Research Objective: The purpose of this article is to verify the fears formulated by the signers of the Declaration of Internet Freedom with empirical data and analysis of non-governmental organizations that measure the level of respect for the rights of the Internet's users. The Research Problem and Methods: In order to verify the legitimacy of the fears formulated by cyber activists, a critical analysis of the documents, press releases, literature and reports related to this issue was carried out.The Process of Argumentation: This article consists of two main parts: a presentation of the various declarations written by the defenders of freedom in a Web environment and the analysis of reports: Freedom on the Net and Enemies of the Internet. Research Results: Reading of the research data is a sad guide through hundreds (taking place only in 2014) cases of Internet censorship, violations of user rights, obstacles to access the network, disconnecting users from the global network and creating the local substitutes (of the Internet) or creation of restrictive laws contradictory to the ideas of the Internet freedom. All the empirical data clearly show that the fear of cyber activists formulated in both documents should be considered highly justified. Conclusions, Innovations and Recommendations: The demands of international society, actively fighting to protect the freedom of the network and within the network, were considered appropriate and right. It has been confirmed that there are numerous cases of introducing unfavorable legal restrictions for the internet users, violations of user rights and obstacles to access the telecommunications infrastructure.
