Summary/Abstract: The following article examines the constitutional principle of universal and equal access to education enabling each person to exercise their right to education. The other provisions concerning the right to education contained in Article 70 of the Constitution are to be interpreted in the light of this principle. This applies to the right to choose and establish schools, right to receive financial help, the autonomy of higher education institutions, as well as the principle of gratuitousness of education and permissibility of making certain educational services payable. The above rights constitute instruments whereby the Constitution guarantees universal and equal access to education.
