Summary/Abstract: We discuss the inter-country comparison of education systems and its implications for public policy. The challenges for comparative studies in this field are shown with reference to the influential report ‘How the world’s most improved school systems keep getting better’. We claim that inter-country comparisons of education systems should comply with the methodological requirements defined by comparative politics, otherwise the conclusions may be false and may lead to inappropriate policy recommendations.
