Summary/Abstract: The article analyzes the projects of change Law on Assemblies, presented by the President. The analysis concerned the proposal to prohibit people, who cannot be identified, to participate in the assemblies. The projects were analyzed for the fulfillment of the conditions of limiting constitutional rights and freedoms of man and citizen. Following an analysis of the judgment of the Constitutional Court in 2004 and projects from 2011 and 2013, author stood by the position that the proposed prohibition is a restriction too far interfering to the freedom of assembly.
