Summary/Abstract: The paper considers the problems of formation of the modern migration paradigm. Various approaches to understanding of the migration law and order are analyzed. Attention is paid to the organizational and legal foundations of ensuring the migration security in the context of modern social, economic, and demographic situation in Russia.
