Summary/Abstract: The paper analyzes in detail the role of public hearings in drafting the law-governed social state as a whole and in formulating recommendations for the territorial building of municipalities in particular. The problems arising from considering comments and suggestions of citizens on drafts of the master plan, as well as their recommendations for land use and development of municipalities are studied. It is argued that procedural and administrative matters for holding public hearings of the adversary character should be introduced in the urban planning legislation.
