EVALUATION OF EFFICIENCY OF RESEARCH AND DEVELOPMENT ACTIVITIES IN OECD COUNTRIES

Summary/Abstract: Research and development is an essential part of innovation policy. The evaluation of this activity in the OECD countries was conducted with DEA. As inputs, education attainment, science and business cooperation and the level of knowledge utilization in companies, and as results, the number of publications, patents and doctorates and export volume of the high technology sectors and Hirsh index were taken into account. Attention was drawn to the problem of zero weights and time lags. Recommendations for improving the efficiency of inefficient countries are proposed.
