Summary/Abstract: The aim of the following article is to introduce to the reader such terms as state, understood as an organized organism, exercising supreme power in the society, and self-government, understood as a distinguished sector of public finance. The most important definitions of state and self-government, as well as relations between them have been presented. The most important legal acts determining organizational aspects of statehood in Poland have been pointed out, especially those concerning establishing and functioning of self-government units. Financial aspects of self-government functioning have also been presented, particularly in the context of the sources of financing the tasks accomplished by them. The empirical data comes from years 2009–2011.
