Summary/Abstract: In this study, a specialized entrepreneurship concept academic entrepreneurship, has been evaluated with TÜBİTAK’s Scientific Funding and TUBITAK Entrepreneur and Innovative Universities Index. Basically the study examines fairness of the fund distribution of Scientific and technological research council of Turkey. For this aim the data from TUBITAK for funds of 2011-2015 time span has used. Gini coefficients for every years in this time interval has calculated with utilizing this funding data. In addition to this city’s funding amount per students has utilized to find the causes of high Gini values. As a result of this calculation, Ankara, Kocaeli İzmir, İstanbul, Antalya, Adana, Kayseri, Karaman, Çankırı, Çanakkale, Isparta and Rize cities are the most ruiner of the TUBITAK Scientific Fund Distribution’s fairness. Albeit Hakkari, Şırnak, Muş, Mardin Amasya, Kilis, Batman, Erzincan, Giresun, Bingöl ve Ağrı are the cities which raises the Gini Coefficient, with their short of funding Besides this study is the first study in Turkish Literature which is examining the fairness of the TUBİTAK Scientific Funds distribution with using the Gini Coefficient.
