Towards building low-carbon economy in the European Union – actions in the area of energy and climate

Summary/Abstract: The aim of this paper is to investigate whether the EU economy is moving towards achieving the goals and tasks resulting from long-term strategy of building a low carbon economy. Moreover, working hypothesis is verified, in which it is stated that the EU development strategy in the field of energy and climate policy contributes to the transformation of the energy sector and the reduction of greenhouse gas emissions. The study is presented in the light of the theory and practice of regulatory concept of low-carbon economy, next the energy and climate policy is analyzed from the point of view of its impact on the transformation of energy in the EU economy and then the state of implementation of the adopted development strategy is assessed. The analysis used source literature, analyzed the EU program documents relating to the strategy of building a low-carbon economy through the energy and climate policy, regulations, reports, and sectoral studies.
