Summary/Abstract: In 1918, the former Russian gubernia of Bessarabia became part of the Romanian state and its administrative system underwent a series of complex changes. This study looks at the transition from a Russian to Romanian administrative system, examining how that transition was shaped on the one hand by attempts to integrate administrative styles and to bring in modernizing elements on the other. Modernizing efforts were, however, met by multiple internal challenges such as the continued influence of pro- Russian groups including the local administrative institution zemstvo, which existed until mid-twenties, and various influential conservative forces. Further complicating the transition was former public servants’ deliberate boycott of the new administrative service and an inadequate public service corps. External challenges further impeded efforts to modernize as threats continued on the Romanian-Soviet frontier and speculations on the status of the province during and after the Paris peace conference ran rampant. Communist propaganda inside Bessarabia further opposed changes. Yet, despite these difficulties, by the end of 1920s the government’s overall efforts in administration saw significant practical results.
