Summary/Abstract: In this article there is a transparent analysis of international documents which guarantee the rights and freedoms of all people, as well as documents that specifically regulates the rights of persons with disabilities. A special emphasis is given to the UN Convention on the Rights of Persons with Disabilities. The paper also analyzed the national legislation in the field of disability. In this connection it was pointed out to the incompatibility with the international agreements, but also the obstacles of application of the existing provisions in practice.
