Summary/Abstract: Public administration system in Habsburg monarchy has been created and amended according to the principle of hierarchic subordination of offices and state institutions. At the end of 18th century first efforts to apply some legal regulations concerning corps of civil servants. Austrian emperors developed legal relations that covered the managing sphere and governed the principles of staff subordination, rights and obligations of the employees. Year 1848 was very important for the development of Austrian administration. Violent events of 1848 that took place in the Habsburg monarchy led in the years to come to serious reforms, including creation and transformation of the structures of both central and regional administration. Then, numerous legal acts regulating situation of the administration staff appeared. Institutional changes were followed by the development of the administration corps. Increase in the number of servants working for the monarchy caused various problems. Both in the controlling sphere, detailed division of competence and financial gratification for work. Working for central administration, on high positions was very attractive; much worse conditions were offered to the servants employed on lower positions. Austrian government during the constitution period tried to improve payroll and pension conditions of persons working for administration. Though adopted legal acts that caused certain results in the state budget, in practice, until the beginning of the Ist World War economic condition of wide circles of the state servants has not been improved.
