Summary/Abstract: Based on a thesis of Henri Pirenne saying that expansion or contraction are the only two forms, in which a socvial entity can exist. the author gives a short diagnosis of the current (1949) situation of post-war Europe, where the nations are mistrusting and competing against each other for limited resources in a limited geographical space.
