Summary/Abstract: Participatory budgeting, in Poland is a relatively new way to enable the citizens of the municipalitymanagement processes. Like any innovation, it arouses curiosity and doubt. Czestochowa is theplace where civic budget was introduced in a specific way, different than usual. It can be an exampleof good practice and perhaps inspire other cities. The study will be presented general principlesof civil budget. Description of measures introduced in Czestochowa and examples of active citizenship. Especially has been discussed the role of social pedagogue in the process of social activation.
