Summary/Abstract: The first ones affected by the existence and manifestation of the illegal international trade are the legal economic operators whose activity object is the goods similar to those illegally distributed, which they are in competition with, heading to the restriction or the stopping of the activity. The next one affected is the state, and we notice the effects to be present under the form of a triple aspect: on the one hand, the state cannot obtain revenue from compulsory collections in the form of taxes and assessments because these function underground, hidden from the fiscal requirements; on the other hand, the revenues of the state are decreasing because they do not collect taxes and duties on the same level, under which conditions he economic operators’ activity is reduced or they are eliminated from the market; last but not the least, the expenditures of the state increase, which it had used to face with diffi culty because of the insuffi cient revenues, by the redundancy of the active population and the increase of unemployment, which assume extensive costs. From these adverse effects, no person is exempt, seen both as individual and as part of the community whose living standards are reduced by them, which leads to the appearance of discontent and social convulsions.
