Summary/Abstract: The article presents a fragment of the results of diagnostic-correlative research of quantitative/qualitative character, related to information competence of teachers in the area of application of ICT methods and tools in the context of new trends in technology and the accompanying civilizational transformations. Considered issues seeking answers to the question of determining the reasons for which teachers in their professional practice do not use ICT tools. It highlights the conditions constructing the circumstances in which teachers do not take action to promote the application of ICT in the teaching and upbringing process.
