Summary/Abstract: In the first part of this contribution authors solve the perception of pluralism as a possible approach in stability of the state and local government in relation to political power, conflicts and crisis in society. The first part of this study defines actual model of pluralism and approaches - different interpretative streams – in changes in explanation of pluralism related to the development of society. This part also points out the criticism of pluralism, its ability to fetch through the conflict, and analyses scholarly attitudes to the position of interest groups in society concerning the conflicts origin and their solutions. The second part of the study analyses methods in local government praxis in relation to the theory of pluralism. It focuses on expression of tendencies that could be anticipated in the future within the conflicts solution from the theories of pluralism point of view. It presents opinions and results of research applicated in praxis about solving conflicts in local government budget sources and draws attention to the possible crises when adequate space for plurality of opinions in public policy is not created. It evaluates how political participation as a part of democratic governing can modify its forms when relevant ethic rules in society are changed.
