Summary/Abstract: The year 2010 should put an end to reform process of the Romanian public system. All delay in the redefinition of the public function and putting into practice of strategic programs leads to the increase of the political, economic, but most of all of the social costs. The analysis of this reform process is structured on three levels. The first level deals with the legislative side and the main conclusion to be taken is that: the implementation of the new norms is done with difficulty because there is too much legislation which is labelled as unconstitutional. This is why the legislative process is being delayed to an inexcusable extent. The second side is the administrative one and aims at the territorial reorganization of the state institutions. The analysis has found that the government measures of fusing certain institutions, which could have reduced the red-tape, were inconsistent. As well as this, the decentralization (the transfer of responsibilities towards the local public authorities) is a far too slow process. The last level of the analysis is the economic one, and tries to quantity the efforts and the advantages of this reform, but also its subsequent costs, should the Romanian public sector fails to be restructured in 2010.
