Reflections on the Dilemma: Professionalism or Political Patronage in the Career of the Civil Servant in Romania

Summary/Abstract: The paper presents certain arguments, conclusions and theoretical and practical contributions regarding acceleration of implementing concepts characteristic to a modern management in public administration, and that are indispensable in the circumstances of the material changes that the Romanian public administration has faced in the latest year. The main conclusions concern especially the effects of instability towards the public servant status and their carrier in the local and government services. The most common method to recruitment and carrier development is to organize written and/or oral exams in subjects specific to the tasks of the job they are applying for. For certain positions, such as those that require university studies, the exam, organized locally, consists in the submission of a file listing the professional qualifications and experience of the candidate, followed by an interview. For some top managerial positions, nominations are at the discretion of the political and executive, this system excluding some professional servants in accessing to the high level administrative positions. The paper conclude by asserting that accelerating the process of enhancing the degree of professionalism of the public management is the only way for attaining certain levels of performance that could match the countries with developed administrative systems.
