A Study on the Declaration of Second Constitution Era at the Centesimal Anniversary

Summary/Abstract: European political movements have leaked into Ottoman State by means of planned policies. Thus, beginning of the 19th century, Balkans have become a center of rebellions and problems caused by development of nationalist ideas. One of the incidents that marked at late Ottoman State is the transition to constitutional monarchy. The constitutional monarcy period bring forth many significant social and political changes. First Constitution was declared by the pressure of European states to restore and prevent crumbling of Ottoman State. Second Constitution was declared to recover and preserve the crumbling Ottoman Empire and as a reaction to a long lasting period of oppression. The committee for Union and Progress acceded after 1908 Revolution and hold the whip hand until 1918. They conducted foreign politics of country. Therefore it is possible to be defined Second Constitution as a period of elimination of Ottoman State and appearance of the new outstanding cadres who would be involved in the process of establishing a new state. Young Turks emphasised in their writings that the Ottoman State needed to imitate Europe in the institutional and organisational outlines of political and military. The observations of the Young Turks, in view of the gradual decline of the Ottoman power in world politics and tecnology, came out as project of reform. In this article, it has been briefly analysed Second Constitution period.
