Summary/Abstract: This working paper for the OEWG is based on a paper given to a side-panel in New York at the 2015 NPT Review Conference. It has been considerably updated for the OEWG. We are antinuclear weapons organization and this presentation is open and its final version resulted from conference of our Open-Ended Working Group in Geneva May 2016 on Nuclear Risks and Accidental Nuclear War.
