Summary/Abstract: Many of the Great Reforms were being born during the 1840s and beginning of the 1850s. The ministry Lev Perovskii endeavoured to organize, develop and integrate some institutional components, based on the German political theory – the Cameralism (Kameral-wisseschaft). “Enlightened bureaucrats” were formed by Russian state, which was determined to promote an obedient intellectual milieu. Within this stage, the state was faced with some difficulties to implement some measures of ministerial centralization in the western borderlands, especially Poland. Also, the statistical standardization was difficult to introduce in every region due to an unprepared local functionaries.
