ETHICAL AND LEGAL ASPECTS OF THE FUNCTIONING OF STATE INTELLIGENCE INSTIUTIONS

Summary/Abstract: The functioning of intelligence institutions in the context of ethical values and legal norms is a cognitively interesting issue. Two factors interact here – the institutional and axiological-normative one – which could be reduced to a paradox of safeguarding the national interest by the intelligence institutions on the one hand and the compatibility of these measures with the existing values and norms of the political society on the other hand. The thesis for the problem defined in such a way is a specific compromise between the art of shaping national security in the external dimension and becoming the guardian of the rules governing the functioning of entities within the state.
