Summary/Abstract: The Dayton Agreement has proven successful: The Dayton agenda, which was designed to end a war and implement a peace accord, has been accomplished: there is no more violence in the country. However, to proceed down the road towards Brussels, the Bosnian politicians must assume full ownership of this process. The "do-it-yourself" principle applies above all to a possible constitutional reform. With regard to the future of the Office of the High Representative (OHR), the international community must steer a viable middle course which promotes both greater ownership and greater stability and which should allow, at a later stage, the transfer of the remaining responsibilities to an EU Special Representative.
