Formulating an International Strategy for Bosnia and Herzegovina

Summary/Abstract: While post-Dayton Bosnia’s institutional structure is not fatally flawed and has proven amenable to some rationalising reforms under international supervision, Bosnia still has some distance to traverse before it can become an adequately functional and ”normal” federal state. The author's remarks survey the challenges that lie ahead, focusing on the inter-related issues of future constitutional reforms, European Union integration, and the role of the international community. The historical antecedents and regional context of state building, democratisation and stabilisation in post-1995 Bosnia are highlighted, as are the multiple social problems that face Bosnia today.
