Justification of the Bill on the Amendment of the Constitution – Practical Aspects

Summary/Abstract: The justification of the bill on the amendment of the Constitution must be attached every time the petitioner files a bill on the amendment of the Constitution to the Sejm. The regulations of the Sejm in the art. 34 § 2 stipulate the required provisions of the justification. Lack of justification with regard to the bill on the amendment of the Constitution will cause the Speaker of the Sejm to return the petition and require the petitioner to complete it. In the event of a failure to complete the justification, the right of legislative initiative on the amendment of the Constitution will not commence the legislative process. Justification to the bill on the amendment of the Constitution is obligatory to initiate the legislative proceedings in the Sejm.
