Summary/Abstract: One characteristic of today's society is the existence of dynamic structures with rapid transformations with constant character, for which the necessary time for making decisions has been enormously compressed, the succession turning into simultaneity. In this context, it is normal and desirable to have a large transfer of technology from the areas in which, by massive investments specific to defense, nuclear, and aerospace technologies, important achievements have been obtained, and the boundaries of knowledge have been exceeded.
