THE CONCEPT OF RESILIENCE IN RELATION WITH COUNTER-TERRORISM

Summary/Abstract: Understanding and implementing civil-military common strategies for crisescaused by terrorist actions is an important area of research within many think-tanks. One of the current trends in building strategies is resilience. Resilience can find its place in counterterrorist actions, while the current terrorism transforms the classical type of combat against it. Also it extends the traditional issues of international security to a form in which the active actors include all forms: state, nonstate and individual ones. In this type of fighting, civilians become gradually more involved. New types of terrorism are based on organized structures whose branches are spread all over the world. These structures are trained to be able to plan and execute activities based on unconventional asymmetric warfare, being ready to pay the ultimate price with their lives, in order to get the expected results. This article aims to present some aspects regarding how terms such as terrorism, antiterrorism, counterterrorism and resilience are defined by UN and NATO member states, in order to highlight how some new concepts and procedures can be used for this type of actions.
