Summary/Abstract: The author shows the basic elements and tools for implementing security and defense policy of the European Union. She poses questions about the dependence of the Union's policy and its impact on the conflict in Ukraine. The analysis of subsequent events enables to make conclusions and show irregularities. Two years after the bloody protests the analysis goes from hybrid war to creeping conflict.
