Creation at National Level of the Administrative Data Regarding the Localities in the Romanian Space (Theoretical and Methodological Notes Related to Mapping the Geographical Realities in the Romanian Space)

Summary/Abstract: For mapping of various geographical realities, at the most detailed level, in the Romanian space is necessary, first, knowledge of the network of settlements, since we have information (archaeological, epigraphic, historical, documentary, statistical, political and administrative) and until today. We opted for such an approach, first because the Romanian space is remarkable, over time, by a formidable instability of administrative boundaries, both external (border) and the internal ones (if and when they will be there).In realization of this approach we have to solve several problems. Among them, we highlight the difficulty of access to information, especially for older ages (prehistory, antiquity, the Middle Ages and, to some extent, for the modern era). This problem can be solved, even partially, by appealing to archaeological finds, inscriptions, documents and the exploitation of onomastic material (place names and / or anthroponyms). Another problem is the administrative variability (when it existed or can be reconstituted). In view of this, we have opted to insert - both in data file and in the basemaps - the network of settlements in each historical epoch / period, the settlements subordinated to the current basic administrative units (municipalities, cities, municipalities), which will be aggregated at the level of administrative interwar counties. This level of representation will also ensure the comparability – at local and / or county level - between the different analyzed historical periods. We use, however, for each historical period, the existing administrative organization at the time, to the extent that it exists and / or can be reconstructed.Related to the previous question, there is another, related to encoding basic administrative units (hamlets, villages, monasteries, isolated farms, estates, small handicraft units - for example, so-called medieval Transylvanian glăjării - fortifications, towns, cities, etc.) in so as to be respected both the uniqueness and the continuity of settlement (as long as it has existed) and the membership to higher administrative level existing at the time - on the one hand, and the possibility of his classification timeless (for all analyzed historical periods) in the basic administrative units (present villages, towns, cities) and / or (interwar) counties.
