Principles of the Local Government Operations in the State of a Natural Disaster

Summary/Abstract: The article discusses the issue of the local government operations in the state of a natural disaster. This situation is one of the states of emergency having a constitutional basis. However, the Constitution of the Republic of Poland does not prescribe the operational principles of local authorities of public administration while having a state of emergency. These issues were regulated by the legislator who defined the principles of the local government operations in isolation from constitutional rules.
