Summary/Abstract: The report discusses the problems and mistakes, related to the application of Art. 81, par. 2, p. 1 of Health Act, when imposing administrative liability. These principles are general and therefore do not provide sufficient reason to engage responsibility for administrative violations. Failing to relate each particular principle to a specific obligation limits the right of defense against unlawfully imposed administrative liability.
